Most cruise lines offer a full range of amenities for people in wheel chairs or have scooters. Cruise Lines like Carnival have someone that will assist you on and off the ships. Please do not assume that all cruise lines offer the same assistance. There are some that go to greater lengths than others to be of assistance.
Norwegian Cruise lines for instance, offers regrigeration for medicines that need to be refrigerated like diabetic insulin. They also have special statesrooms for hearing impaired. Special care is also taken for for persons under the age of 18 with medical needs. For instance most cruise lines, including Norwegian require you to travel with someone at least 21 yrs old and stay in the same room with you. If that is not possible then you will have to get a notorized parental or guardianship letter stating it is ok for you to be treated medically if necessary.
There also maybe certain conditions whereby a person with disabilities will not be alowed to go on ship to shore excursions due to the weather or due to small boats called tenders that are incapable of transporting you to and from the shore.
